HIV/AIDS cases on the rise in Arunachal
ITANAGAR, Oct 10: HIV/AIDS cases have been steadily going up in Arunachal Pradesh over the past five years, with 223 cases being recorded till last March.
The number was 167 in 2010, officials of the Arunachal Pradesh State AIDS Control Society (APSACS) said.
APSACS Dy. Director (IEC) Tashor Pali said that most of those tested positive were in the age group of 15 to 39.
Papum Pare district topped the list of HIV/AIDS-
"Unprotected sexual contact is found to be the primary reason for increase in HIV infection among people in the age group of 15 to 39 in the state," Pali said.
Pali said, "Awareness is the only way to stay away from infection as Anti Retro Viral Treatment (ARVT) can control only the multiplication of HIV virus inside the body, but cannot cure AIDS."
District Integrated Counselling and Testing Centres (ICTC) Supervisor Ali Taloh says that counselling for patients is a must since patients suffer from sudden shock and fear of death after they test positive.
Pali observed that through proper and timely counselling, the longevity of life of the patients could be expanded by making them understand that there was a life beyond AIDS.
"Through counseling we try to instill confidence among them on how to live a positive life, besides urging them to become a symbol of awareness by sharing experiences with their family members, friends and the society", Pali further said.
A private organisation "Arunachal Network of Positive People (ArNP+)" has been rendering a great service in creating awareness about the disease among people.

After getting information about the agitation, N L Naam, Circle Officer and T Zirdo Officer in charge Kharsang rushed to the school and interacted with the agitating students. The duo informed that Directorate of School Education has assured to send the required teacher very shortly.
Satisfied with the assurance, the students called off the agitation but threatened to resume the strike if the demands are not fulfilled within this month.
Further, the students of Govt Higher Secondary School Kharsang along with Kharsang Circle Unemployed Youth Association and Tangsa Youth Association have welcomed the decision of the Education Minister Tapang Taloh to carry out mass transfers to streamline the teacher shortage issue.
Focus on the potential & cultural richness: CM to DIPROs
NAHARLAGUN, Oct 10: Arunachal Pradesh Chief Minister Nabam Tuki called upon the Information and Public Relations Officers (DIPROs) of the state to focus on the potential and cultural richness of the state. He emphasized on highlighting the best and positive aspects of the state particularly in Tourism sector.
The Chief Minister, who was addressing the officers of Information and Public Relations Offices here today called upon them to disseminate information related to flagship programmes of the state and central governments. He advised the officers that they must educate the people to facilitate them to avail benefit out of the programmes and schemes.
The Chief Minister also stressed on providing proper guidance to the youth using information technology.
Stating that education department imparts education to 5 lakhs or more people but IPR department educates the whole state, Parliamentary Secretary Bamang Felix exhorted the officers to be more active. He also expressed his concerns on the challenges of the district officers.
Speaking on the occasion, Secretary IPR Dani Salu stressed on orientation programmes to strengthen the department. He advised the officers to be proactive in their duties.

“Nobody talks about the trauma a journalist faces. The safety of a journalist, especially in a country like India is never a priority,” she pointed out.
“It’s an irrefutable fact that journalists working in this violence scarred region, especially in Manipur and Nagaland, are constantly flirting with danger. In a state like Manipur, where over 20 different underground outfits operate, editors have been killed by unidentified gunmen and journalists stopped from doing their jobs by militant outfits that have gone to the extent of closing down newspaper offices. Media persons often have to face the wrath of both the underground outfits and government agencies, including the security forces,” Rehman said presenting the grim situation.
“A picture never lies; however, perspectives can tell different stories,” said Pradip Phanjoubam while speaking on the topic ‘Media Trauma Reporting and Conflict Resolutions’. Talking on ‘Media’s role in conflict situations in Assam in the last two decades’, Rajeev Bhattacharya said escalation of mass media reporting can have both positive and negative aspects.
Paranjoy Bordoloi spoke on ‘Media Ethics and social responsibilities in reference to Northeast India’. “It is in the domain of a reporter to use the right image at right time,” he said.

APSCW advocates eradication of forced marriage, polygamy
ITANAGAR, Oct 10: A team of Arunachal Pradesh State Commission for Women (APSCW) headed by its chairperson Gumri Ringu in collaboration with Mangder Hender Welfare Society (MHWS) Koloriang conducted social awareness campaign at Sarli and Parsiparlo circle headquarters on Oct 8 and 9 respectively.
During the awareness campaign, the APSCW team advocated for eradication of child and forced marriage and abolition of polygamy. Parents should send their girl child to school for proper education as the government is providing all facilities especially to educate girl child, they said. MHWS chairman Bengia Chuma also spoke on the occasion and called upon the women folk to work for uplifting of the girl child and destitute women in the society. BJP demands cancellation of transfer orders
ITANAGAR, Oct 10: Claiming that the recent mass transfer order of teachers issued by the Department of Elementary Education has violated the transfer and posting policy framed by the state government, the state Bharatiya Janata Party (BJP) has demanded immediate cancellation of the order in the larger interest of the state.
Taking strong exception to the transfer order, which evoked massive reaction and criticism among different sections of the society, the state BJP in a press statement said that “How can a Joint Coordination Committee comprising Cabinet Ministers and Legislators of State Legislative Assembly take such decision and recommend the transfer and posting which violates the laid down policy already framed by the state government.” The most important criteria for transfer and posting of govt. employees are station seniority, their records and career. But the recent order did not take these criteria into account thereby making it an abnormal one, the party said.
The order has mostly affected the teachers, who came back to the district after having been earlier posted at interior and hard places in different districts, physically unfit and disabled teachers and those who are on the verge of retirement, the release said.

and irregularities in the transfer and posting procedures which is not only demoralizing
the teaching community but also badly affecting the academic studies of the student
community by effecting the transfer order in the middle of the academic session and
at a time when the schools across the state were preparing for Summative-
The mass transfer, which has allegedly been issued without taking account of the teachers about their carrier, records and station seniority in a particular school properly has not only created inconvenience but also grossly demoralized the entire teaching and students’ community, the party said.
Saying that the party was not against the transfer of teachers that followed the rules and procedures, the state BJP demanded the state government to maintain transfer and posting policies in order to maintain effective and smooth functioning of schools.
The Party has also expressed serious concern over the huge expenditure to be incurred in the form of TA/DA after the mass transfer was affected as the state has been passing through financial crunch where many employees have not yet received their salaries for the last five to six months, the party added.

IMC warns against ‘illegal’ collection of money from traders
ITANAGAR, Oct 10: Taking strong exception to the prevailing system of collecting money from traders and shopkeepers of Capital Complex by some group of persons and market welfare society as civic charge or other fees, the Empowered Standing Committee of Itanagar Municipal Council (IMC) has cautioned them to refrain from such activity.
In an ‘extra ordinary meeting’ of the Empowered Standing Committee of IMC held under the chairmanship of Chief Councillor Higio Aruni observed that such collection amounts to extortion from the public.
The meeting cautioned that that IMC would initiate legal proceedings against the

ITANAGAR, Oct 10: The 27th edition of Ego Valley Open Tournament (EVOT) cum Festival 2014 is kicking off on 24th October at Daring under Daring circle of West Siang district. The tournament is one of the biggest sports and cultural extravaganza being enthusiastically celebrated by the people of the circle as well as the district, a release added. Councilor issues regulatory guidelines
ITANAGAR, Oct 10: In a bid to regulate its’ respective area and thwart unlawful activities, the Councilor of Ward no. 8 Itanagar resolved to take action against late night gatherers (boys and girls) in its area. Issuing regulatory guidelines to the dwellers and submitting it to Deputy Commissioner Capital Complex, the Councilor said that appropriate action would be taken against persons who throw garbage and liquor bottles in unauthorised ways. It also resolved to take action against illegal liquor sellers and whoever creates unnecessary noise during nighttime.

ITANAGAR, Oct 10: Nature Interpretation Centre (NIC), a centre for knowledge and information about nature and biodiversity of Pakke Tiger Reserve was inaugurated by PCCF and Principal Secretary, Environment & Forest Omkar Singh at Tippi Wildlife Range yesterday in presence of Dr. Yogesh, Chief Wildlife Warden, DFO Pakke Tiger Reserve.
Addressing the gathering on the occasion, Singh said the NIC can be a learning center for school children and a centre for generating awareness amongst the communities in preserving rich biodiversity of Pakke Tiger Reserve. Appreciating the DFO and the staff for efficiently managing the Tiger Reserve, the PCCF advised the local population and the school children to take full advantage of the centre.

Let peace prevail
At a time when India and Pakistan are engaged in heated exchange of fire along the international boundary, Norwegian Nobel committee sprung big surprise by awarding Nobel peace prize for the year 2014 to India's Kailash Satyarthi and Pakistan's Malala Yousafzai. The news took everyone by surprise. Twitter and Facebook were flooded with congratulation messages with one person sarcastically writing, "Now gun salute will be given at international boundary by Pakistani and Indian forces." This was in obvious response to the ongoing tussle along the international boundary witnessed in Jammu and Kashmir.
Child labour activist Satyarthi became India's 8th Nobel laureate while the champion for children's education Malala became her country's second citizen to be given the most coveted prize. Malala is also the youngest to be awarded the globally prestigious annual prize. The two will split the £690,000 ($1.11m) prize announced by the Norwegian Nobel Committee. By awarding Nobel peace prize to an Indian and a Pakistani, the committee have sent strong message to the government of India and Pakistan. It's time for the humanity to take forefront. The two governments should end the hostility and initiate peace process at the earliest. The villagers living along the international boundary from both the sides are suffering due to heavy shelling. Let us give chance to the peace.

An open letter to Chief Minister

It is very sad to bring to your kind notice that many Govt employees of our state are now being victimized because of transfers. In the lead, the Education Department under the leadership of Minister Education Tapang Taloh has moved for mass transfer of 567 teachers to far flung areas with the intention to punish them for having voted against him and other MLAs of the District.
I on behalf School Management Committee of UPS Debing do condemn such ill treatment done to Govt teachers who are known as nation builders. Two teachers including head teacher of our school are under transfer. Presently, school is functioning in full swing. If they are transferred how the school will function?
Hence, I on behalf of school community fervently seek your personal intervention to stop your Minister & MLA colleagues from doing injustice to teachers and other employees.
Being the Boss, you should keep a close eye on the work and conduct of your colleagues. If found unfit, you can reshuffle them.

Poor quality of fuel
Dear Editor,
Through your esteemed daily, I would like to throw some light upon the supply of adulterated fuel that the people of Upper Subansiri have been using since many years. Many will agree with my point that whenever we fill our vehicles with this fuel the condition of our vehicles start deteriorating and creates disturbing sound which is no doubt because of the adulterated fuel. The vehicles which are actually to last 10 to 15 yrs will last just for 3 to 4 yrs because
of it.
The common people ought to raise voice against it as we don’t expect the head of the department and Students Union to do so, as they often fill their vehicle on credit from petrol pumps.
We have been keeping silence about it but for how long?
Someone needs to raise his voice and put an end to it. We can’t go on biting the bullets anymore and risking our vehicles using such poor quality of fuel.
I want to know from the
concern authorities if they are aware of this problem or are they just turning their back upon it? We just can’t let this issue get swept under the rug.
We need to ponder it again and again till the concern authority give in and take some necessary measures. We the common people value our hard earned money a lot and if we are spending it on something then it should be worth it.

As a citizen of this state, I strongly voice against such Mal practices in the state and also appeal to the general to come forward to voice against the same.
Last but not the least, I must request to the concerned authority to take back the vehicle in an appropriate manner and procedure.

Dear Editor,
Recent Pakistan army activities along Jammu & Kashmir border has surprised many. Innocent public are being targeted without any reason.
Though India tried to maintain good relationship with neighbouring country, Pakistan has snubbed the Indian hospitality and help. This proves that Pakistan intention towards India is still unchanged. How long our brothers & sisters living in border area will suffer? How long our brave soldier will be sacrificed for the same thing? How long our patience will be tested?
Many politicians tried to colour it as weak Indian security system but our bold PM answered all the hue & cry of opposition by showing the intention of the country.
PM Narendra Modi’s tough reply to the Pakistan is praiseworthy. We hope our government will no longer be like the past one. We have to move with the time.

Moral duties
Dear Editor,
Will candle light march give justice to late Hage Hassang even if the culprits are caught? With no fault, how can we give justice by only nabbing the culprit to one who has lost his life? Justice will only be done when people let no more similar crimes to occur, learning from this.
Situation of Ziro is getting worse with teenagers smoking openly, getting drunk every night, and roaming late night in groups. Including police administration, isn’t it also a duty of local public and local self administration like unions to raise concern over it? But who cares? Only after something has happened they show up and raise their voice that too against the police and administrations.
Now, ASU is demanding and giving ultimatum to arrest the culprit within 7 days. Is this the role of unions?
Instead should not it be “we give our full support to D.C and police administration to nab the culprit as soon as possible.
