HIV/AIDS cases on the rise in Arunachal

ITANAGAR, Oct 10:  HIV/AIDS cases have been steadily going up in Arunachal Pradesh over the past five years, with 223 cases being recorded till last March.

The number was 167 in 2010, officials of the Arunachal Pradesh State AIDS Control Society (APSACS) said.

APSACS Dy. Director (IEC) Tashor Pali said that most of those tested positive were in the age group of 15 to 39.

Papum Pare district topped the list of HIV/AIDS-infected patients followed by Lohit and Changlang in the second and third spot respectively.

"Unprotected sexual contact is found to be the primary reason for increase in HIV infection among people in the age group of 15 to 39 in the state," Pali said.

Pali said, "Awareness is the only way to stay away from infection as Anti Retro Viral Treatment (ARVT) can control only the multiplication of HIV virus inside the body, but cannot cure AIDS."

District Integrated Counselling and Testing Centres (ICTC) Supervisor Ali Taloh says that counselling for patients is a must since patients suffer from sudden shock and fear of death after they test positive.

Pali observed that through proper and timely counselling, the longevity of life of the patients could be expanded by making them understand that there was a life beyond AIDS.

"Through counseling we try to instill confidence among them on how to live a positive life, besides urging them to become a symbol of awareness by sharing experiences with their family members, friends and the society", Pali further said.

A private organisation "Arunachal Network of Positive People (ArNP+)" has been rendering a great service in creating awareness about the disease among people.

The ArNP+ is a registered society in the state constituted by 14 HIV-positive individuals. PTI

International conference at RGU concludes

Staff Reporter

ITANAGAR, Oct 10: The two-day international conference on ‘Media’s Role in Facilitating Peace in Conflict Situation in Northeast India and Neighbouring Countries’ concluded at Mini Auditorium, RGU, Rono Hills, Doimukh today.

In the first session, journalist Teresa Rehman talked about harsh realities a journalist had to face reporting from severe conflict zones.

“Nobody talks about the trauma a journalist faces. The safety of a journalist, especially in a country like India is never a priority,” she pointed out.

“It’s an irrefutable fact that journalists working in this violence scarred region, especially in Manipur and Nagaland, are constantly flirting with danger. In a state like Manipur, where over 20 different underground outfits operate, editors have been killed by unidentified gunmen and journalists stopped from doing their jobs by militant outfits that have gone to the extent of closing down newspaper offices. Media persons often have to face the wrath of both the underground outfits and government agencies, including the security forces,” Rehman said presenting the grim situation.

“A picture never lies; however, perspectives can tell different stories,” said Pradip Phanjoubam while speaking on the topic ‘Media Trauma Reporting and Conflict Resolutions’. Talking on ‘Media’s role in conflict situations in Assam in the last two decades’, Rajeev Bhattacharya said escalation of mass media reporting can have both positive and negative aspects.

Paranjoy Bordoloi spoke on ‘Media Ethics and social responsibilities in reference to Northeast India’. “It is in the domain of a reporter to use the right image at right time,” he said.

Other deliberations saw topics such as ‘Media in Conflict Situation in Manipur’ by Dr M Nawaz Khan, ‘Media Localization effects and conflict situations: A study on mass media escalation syndrome’ by Debraj Deb, ‘students union movement’ by Tayuk Sonam, ‘Old Man river and a river story: social issue documentaries as a tool for promoting socio-cultural harmony in North East India’ by Bharati Bharali, ‘Social media the new change maker and harbinger of peace in the world: its process and proliferations’ by Longjam Meena Devi, ‘Facebook as an agent of peace journalism’ by Nongmaithem Rohinkanta Singh, ‘Interstate boundary dispute between Arunachal Pradesh and Assam’ by Ratna Tayeng, ‘Coverage of peace talks and insurgency news in The Nagaland Post’ by Imrana Begum, ‘Peace journalism’ by Dr Ramesh Kumar Rawat,  ‘Conceptualizing ULFA reportage by broadcast media of Assam within the purview of peace journalism’ by Ankita Gogoi and Brahma Kumar Yudhisthir spoke on ‘positive peace journalism of Brahma Kumari organization in establishing peace in conflict torn northeast India and neighbouring country: a novel and divine perspective’.

During the day long deliberations, emphasis was put on the role of media in resolving conflict like situations and promoting peace.

Earlier, Director Disaster Management Y W Ringu while speaking on disaster management urged the media fraternity to play a crucial role in educating the public and create the much needed awareness.

BJP demands cancellation of transfer orders

ITANAGAR, Oct 10: Claiming that the recent mass transfer order of teachers issued by the Department of Elementary Education has violated the transfer and posting policy framed by the state government, the state Bharatiya Janata Party (BJP) has demanded immediate cancellation of the order in the larger interest of the state.

Taking strong exception to the transfer order, which evoked massive reaction and criticism among different sections of the society, the state BJP in a press statement said that “How can a Joint Coordination Committee comprising Cabinet Ministers and Legislators of State Legislative Assembly take such decision and recommend the transfer and posting which violates the laid down policy already framed by the state government.” The most important criteria for transfer and posting of govt. employees are station seniority, their records and career. But the recent order did not take these criteria into account thereby making it an abnormal one, the party said.

The order has mostly affected the teachers, who came back to the district after having been earlier posted at interior and hard places in different districts, physically unfit and disabled teachers and those who are on the verge of retirement, the release said.

The Party felt that injustice has been meted out to the teachers by discrepancies and irregularities in the transfer and posting procedures which is not only demoralizing the teaching community but also badly affecting the academic studies of the student community by effecting the transfer order in the middle of the academic session and at a time when the schools across the state were preparing for Summative-1 examination.

The mass transfer, which has allegedly been issued without taking account of the teachers about their carrier, records and station seniority in a particular school properly has not only created inconvenience but also grossly demoralized the entire teaching and students’ community, the party said.

Saying that the party was not against the transfer of teachers that followed the rules and procedures, the state BJP demanded the state government to maintain transfer and posting policies in order to maintain effective and smooth functioning of schools.

The Party has also expressed serious concern over the huge expenditure to be incurred in the form of TA/DA after the mass transfer was affected as the state has been passing through financial crunch where many employees have not yet received their salaries for the last five to six months, the party added.

Living with Schizophrenia”

Dr. Pakha Tesia

World Mental Health Day is observed on 10th October every year, with the primary objective of increasing awareness about mental health issues and mobilizing efforts in support of mental health.

Mental health refers to the broad range of activities related towards ‘mental well-being’ which is an important component in the World Health Organization (WHO) definition of health: “A state of complete physical, mental and social well-being, and not merely the absence of disease”. It is related to the promotion of well-being, the prevention of mental disorders, and the treatment and rehabilitation of people affected by mental disorders. Mental health is a state of well-being in which an individual realizes his or her own abilities, can cope with the normal stresses of life, can work productively and is able to make a contribution to his or her community.

This Day provides a unique opportunity for all stakeholders working on mental health issues to talk about their field of work, and what further needs to be done to make mental health care a reality for people worldwide. It also involves addressing the issues of stigma and false perceptions associated with mental illness.

The theme for this year 2014 is “Living with schizophrenia” and the focus is on living a full, productive and healthy life with schizophrenia. The spot light is on those who face every day of their lives with it, their families, friends, doctors and society as a whole, as we all have a part to play in raising awareness of schizophrenic illness.

According to the WHO, 26 million people are affected globally with the disorder, and majority of the patients (90%) with untreated disorder live in the Developing countries. Despite being a treatable disorder, more than 50% of people with schizophrenia cannot access adequate treatment.

Schizophrenia is a mental disorder often characterized by profound disruptions in domains of thinking, feeling, beliefs and behavior. Schizophrenia typically begins around 15- 25 years of age, however it can present for the first time in middle age or even later. Persons with Schizophrenia have difficulty with reality judgment and key symptoms include- feeling fearful,  hearing voices talk about oneself, feeling suspicious against others including family members, abnormal beliefs like black magic, behaving oddly- talking or laughing to oneself, sudden anger and aggression, disinterest in day to day activities, unable to perform daily routine activities like going to school/college/work. Sleep and appetite disturbances are also common. Schizophrenia is a heterogeneous disorder and there are many clinical sub-types of Schizophrenia like Paranoid, Catatonic, Disorganized type depending on the presence of a set of symptoms. Gradual deterioration occurs in self- care, attitude towards others and enduring personality changes.

Schizophrenia patients have a higher risk of developing cardiovascular illness commonly diabetes and hypertension; and around 50% of patients show excess use tobacco and alcohol. Depression and suicide attempts also have a higher incidence among persons with Schizophrenia

Schizophrenia is a treatable disorder and help can be sought in a General Hospital Psychiatry Unit or at a Mental health care facility. Diagnosis of the disorder is done using diagnostic tools like the WHO- ICD 10 (WHO- International Classification of Diseases) or Diagnostic and Statistical Manual of Mental Disorders (DSM-V). Evaluation process involves adequate clarification of the history from the family member/caregiver and detailed mental status examination of the patient.

Treatment of Schizophrenia is primarily anti-psychotic medication which acts on the brain dopamine receptors. The commonly used anti-psychotic medications are: Olanzepine, Risperidone, Quetiapine, Amisulpiride. In acute psychotic conditions, Electro convulsive therapy (ECT) is an effective option. Family psycho-education is an important aspect of therapy, which involves engaging the caregivers towards understanding Schizophrenia, its symptoms and course; factors implicated in development of the disorder i.e. genetic, environmental, stress and neuro-chemical imbalance. Also information is provided about the treatment modalities and relapse risk factors. Schizophrenia Psycho-education has been shown to improve caregiver understanding, coping and reduce their burden of care. Individual need based interventions include- Cognitive behavior therapy, cognitive retraining and Occupational Rehabilitation.

The treatment setting for patients with Schizophrenia may vary according to the clinical severity, co-morbidity and need of a given patient. The most common setting is the Outpatient clinic. Severe cases with acute psychosis benefit from Inpatient care and monitoring.  Chronic sufferers benefit from Psychiatric Rehabilitation centers which are an important community resource for the mentally ill. Early diagnosis and good compliance to treatment are cornerstones towards predicting a good patient outcome.

Unlike the West, in India the family is the key resource for taking care of mentally ill persons. The reasons for this are twofold- Indian families are traditionally close knit and interdependent especially in times of adversity. The second reason is the paucity of mental health professionals to cater to the vast majority of population. Large scale international collaborative studies conducted by the WHO have established that persons with Schizophrenia have a better outcome in India than their Western counterparts and much of this is attributed to good family support towards these patients. Thus, the role of family members and society at large cannot be over emphasized as limited mental health resources make most persons depend on family members for their treatment and care. Regular follow up, medicine supervision, social support groups, productive lifestyle all help towards improving the quality of life of persons with Schizophrenia. Early identification of changes in behavior especially among young adults and early use of antipsychotic medication treatment are an important goal in the awareness about Schizophrenia

In clinical practice, the common treatment challenges include dealing with stigma, denial and lack of awareness about mental illness in general. Even after an initial response to medication many patients suffer from poor adherence to treatment which leads to prolonged illness with increased family and social burden.

In summation let us pledge to provide support and care to those with mental illness; because when the ‘I’ is replaced by ‘We’- Illness becomes Wellness.  (Dr. Pakha Tesia is a Consultant Psychiatrist at Mind & Wellness centre, Shillong, Meghalaya)

Ineffective management leads to revenue pilferage

Maksam Tayeng

PASIGHAT, Oct 10: Arunachal Pradesh which depends mostly on Central funds is losing huge revenue either due to ineffective managements or lack of proper mechanisms. The glaring example of ineffective management is that the District Land Revenue & Settlement Officers in the state have been declared head of office for land management matters a couple of months ago vide Govt. Notification No.LR-2/80 dated 1st August 2014, but they  are reportedly yet to work independently in terms of revenue generation and land allotment.

As per recent directives of the Department of Land Management vide No.LM-15/2013/1378 dated 3rd September 2014 to all DLRSOs in the state, a sum of Rs. 1 Crore annual revenue target has been fixed for each district for the financial year of 2014-15.

When contacted about the process of revenue generation and land allotment in the district in view of Rs. 1 crore target set by the department for the financial year of 2014-15, Pasighat DLRSO Ojing Nangkar said, “We are yet to work independently despite government’s recent order making all DLRSOs heads of offices. There are several unauthorized occupations of lands in the district, which if allotted while seeing the ground feasibility, would generate enough revenue. By making DLRSOs an independent office without need of approval and attachment from district administration on land management matters, the concern department would make more concrete effort in generation of revenues.”

Let peace prevail

At a time when India and Pakistan are engaged in heated exchange of fire along the international boundary, Norwegian Nobel committee sprung big surprise by awarding Nobel peace prize for the year 2014 to India's Kailash Satyarthi and Pakistan's Malala Yousafzai. The news took everyone by surprise. Twitter and Facebook were flooded with congratulation messages with one person sarcastically writing, "Now gun salute will be given at international boundary by Pakistani and Indian forces."  This was in obvious response to the ongoing tussle along the international boundary witnessed in Jammu and Kashmir.

Child labour activist Satyarthi became India's 8th Nobel laureate while the champion for children's education Malala became her country's second citizen to be given the most coveted prize. Malala is also the youngest to be awarded the globally prestigious annual prize. The two will split the £690,000 ($1.11m) prize announced by the Norwegian Nobel Committee. By awarding Nobel peace prize to an Indian and a Pakistani, the committee have sent strong message to the government of India and Pakistan. It's time for the humanity to take forefront.  The two governments should end the hostility and initiate peace process at the earliest. The villagers living along the international boundary from both the sides are suffering due to heavy shelling. Let us give chance to the peace.

An open letter to Chief Minister

Dear Editor,

It is very sad to bring to your kind notice that many Govt employees of our state are now being victimized because of transfers. In the lead, the Education Department under the leadership of Minister Education Tapang Taloh has moved for mass transfer of 567 teachers to far flung areas with  the intention to punish them for having voted against him and other MLAs of the District.

I on behalf School Management Committee of UPS Debing do condemn such ill treatment done to Govt teachers who are known as nation builders. Two teachers including head teacher of our school are under transfer. Presently, school is functioning in full swing. If they are transferred how the school will function?

Hence, I on behalf of school community fervently seek your personal intervention to stop your Minister  & MLA colleagues from doing injustice to teachers and other employees.

Being the Boss, you should keep a close eye on the work and conduct of your colleagues. If found unfit, you can reshuffle them.

Yours,

Kamin Apum,

Chairperson(SMC)

Poor quality of fuel

Dear Editor,

Through your esteemed daily, I would like to throw some light upon the supply of adulterated fuel that the people of Upper Subansiri have been using since many years. Many will agree with my point that whenever we fill our vehicles with this fuel the condition of our vehicles start deteriorating and creates disturbing sound which is no doubt because of the adulterated fuel. The vehicles which are actually to last 10 to 15 yrs will last just for 3 to 4 yrs because

of it.

The common people ought to raise voice against it as we don’t expect the head of the department and Students Union to do so, as they often fill their vehicle on credit from petrol pumps.

We have been keeping silence about it but for how long?

Someone needs to raise his voice and put an end to it. We can’t go on biting the bullets anymore and risking our vehicles using such poor quality of fuel.

I want to know from the

concern authorities if they are aware of this problem or are they just turning their back upon it? We just can’t let this issue get swept under the rug.

We need to ponder it again and again till the concern authority give in and take some necessary measures. We the common people value our hard earned money a lot and if we are spending it on something then it should be worth it.

Yours,

Axl Rimar Ekke

Misuse of Govt vehicles

Dear Editor

Through your esteemed daily, I would like to draw a kind attention towards the misuse of government vehicles by the ex-chairmen and the vice-chairmen of the concerned departments even after their tenures are over now.

After their tenure is over, they should return the Govt vehicles to the concerned authority immediately. Actually they are misusing the public property.

As a citizen of this state, I strongly voice against such Mal practices in the state and also appeal to the general to come forward to voice against the same.

Last but not the least, I must request to the concerned authority to take back the vehicle in an appropriate manner and procedure.

I also appeal those using these vehicles to return to the concerned departments as soon as possible.

Yours,

Move with time

Dear Editor,

Recent Pakistan army activities along Jammu & Kashmir border has surprised many. Innocent public are being targeted without any reason.

Though India tried to maintain good relationship with neighbouring country, Pakistan has snubbed the Indian hospitality and help. This proves that Pakistan intention towards India is still unchanged. How long our brothers & sisters living in border area will suffer? How long our brave soldier will be sacrificed for the same thing? How long our patience will be tested?

Many politicians tried to colour it as weak Indian security system but our bold PM answered all the hue & cry of opposition by showing the intention of the country.

PM Narendra Modi’s tough reply to the Pakistan is praiseworthy. We hope our government will no longer be like the past one. We have to move with the time.

Yours

Moral duties

Dear Editor,

Will candle light march give justice to late Hage Hassang even if the culprits are caught? With no fault, how can we give justice by only nabbing the culprit to one who has lost his life? Justice will only be done when people let no more similar crimes to occur, learning from this.

Situation of Ziro is getting worse with teenagers smoking openly, getting drunk every night, and roaming late night in groups. Including police administration, isn’t it also a duty of local public and local self administration like unions to raise concern over it? But who cares? Only after something has happened they show up and raise their voice that too against the police and administrations.

Now, ASU is demanding and giving ultimatum to arrest the culprit within 7 days. Is this the role of unions?

Instead should not  it be “we give our full support to D.C and police administration to nab the culprit as soon as possible.

Yours,

N.Tadi
